We f ind that\nBITs have a large\, positive effect on cross-border mergers. The \nprobability and dollar volume of mergers between two given countries\nmo re than doubles after the signing of a BIT. Most of this increase is\ndriv en by deals flowing from developed economies to developing\neconomies. The effect of BITs is concentrated in target countries with\nmedium levels of political risk\, consistent with views that BITs are\nineffective for cou ntries with very high country risk and unnecessary\nfor countries with low country risk.
