In this paper we use travel time to\nmeasure charter school penetration\, which\, we argue\, more accurately\nreflects the ease of access to charter schools. We further combine the\ninstrumental variab les approach with student and school fixed effects\nto account for non-ran domness in charter location and student\nmobility. Our school level analys is shows that charter penetration\nleads to an improvement in teacher qual ifications in nearby\ntraditional public schools. Our student level analys is shows that\ncharter competition leads to systematic positive gains in m ath score\ngains\, but not in reading.
