To answer this question\, we examine t he\nexpansion of the USPTO Patent Library system after 1975. Before the\nI nternet\, patent libraries gave inventors access to patent documents.\nWe find that after patent library opening\, local patenting increases\nby 17% relative to control regions. Additional analyses suggest that\nthe disclo sure of technical information is the mechanism underlying\nthis effect: in ventors start to cite more distant prior art and the\neffect ceases after the introduction of the Internet.
