Before he was Secret ary of the\nTreasury\, president of International Paper\, CEO of Alcoa and chairman\nof the RAND Corporation\, Paul O’Neill was a career civil ser vant in\nthe Bureau of the Budget. He was thirty-five when he became an\na ssistant director of the Office of Management and Budget (OMB).
