 ary of the\nTreasury\, president of International Paper\, CEO of Alcoa and
  chairman\nof the RAND Corporation\, Paul O’Neill was a career civil ser
 vant in\nthe Bureau of the Budget. He was thirty-five when he became an\na
 ssistant director of the Office of Management and Budget (OMB). He\nand hi
 s colleagues — many of them as young as he was — became\nresponsible f
 or independently assessing the performance of the\nexecutive branch\, incl
 uding cabinet agencies.\n\nNow\, four decades later\, O’Neill and three 
 others who participated\nin the creation of OMB will meet at Drexel Univer
 sity’s LeBow\nCollege of Business to discuss the Nixon administration’
 s motivation\nand the ongoing impact of that restructuring on both the pub
