We expect state capacity—defined as the adm inistrative\nability to formulate and implement policy—to reduce the eff ect of\nnormative and mimetic isomorphism\, to increase the impact of coer cive\nisomorphism\, and to lessen decoupling between adoption and desired\ noutcomes. We test these predictions using a unique dataset on the\nadopti on of minority shareholder legal protections and the development\nof the s tock market in 78 countries between 1970 and 2011.
