Data from 2\,043 electrical utility workers across 183\nworkgroups in two companies was analyzed. A significan t interaction\nbetween safety climate strength and level was found\, such that weaker\nsafety climate strength tended to attenuate the safety climat e level\nand safety behavior relationship. This moderation effect remained \nsignificant when potential alternatives of safety climate strength\,\nsu ch as workers’ company tenure both at individual- and\nworkgroup-levels\ , task independence\, and individualistic tasks\, were\nindividually intro duced to the model. In addition\, the lowest\nwithin-workgroup safety clim ate perception scores had a greater\nmoderating effect on the safety clima te level and safety behavior\nrelationship than the highest within-workgro up safety climate\nperception scores.
