Toan Phan is a Senior Economist in the Research Department at the Federal Reserve Bank of Richmond. He studies the economics of climate change, sovereign debt crises, bubbles and financial crises. He earned a PhD from Northwestern University in 2012. He previously taught at the University of North Carolina in Chapel Hill before joining the Feds in 2017.
