Michael Harris joined PFM in 1989 and oversees the firm’s strategic market development efforts. He is a member of the board of directors of the PFM Group and co-chairs the Strategic Initiatives Committee. He founded PFM’s Structured Products Group, where he led the development and implementation of innovative investment and asset/liability management strategies. He is a nationally-recognized expert in the structuring and procurement of financial products. Mr. Harris has been responsible for the placement of nearly $75 billion of financial products since 2000. These engagements have involved primarily defeasance portfolios and structured investments, which have applications as Liability Driven Investment (LDI) Strategies in the pension arena.

Prior to joining PFM, Mr. Harris worked in the Banking and Financial Services Unit of the Strategic Management Group, Inc., where his research focused on risk management and portfolio management strategies for money center banks. Mr. Harris is a graduate of the University of Pennsylvania with a dual degree in Economics and Political Science.

Currently, Mr. Harris serves on the National Association of Securities Professionals (NASP) Institute Program Committee. The Committee partners with the CFA Institute to develop a trustee education curriculum which qualifies for Continuing Professional Education (CPE) credits. Mr. Harris also serves as a Career Coach for the National Urban Fellows Leadership Conference. He has guest-lectured at events for the School of Public Affairs, Baruch College, City University of New York and Spelman College.

In the community, Mr. Harris is Chairman for the Board of Directors for Hamilton Health Center and a member of the Board of Trustees for The Hill School in Pottstown, PA, where he chairs the Pottstown Improvement Initiative. Previously, Mr. Harris has served as Chairman of the Board for PA HealthMate, Inc., the State’s first pilot Medicaid Managed Care Program, on the Advisory Board for the Harrisburg High School/Florida A&M “SBI” Prep Program and on the Needs Assessment Committee for the Regional Chapter of the United Way. In 2016, Mr. Harris was honored with the Apex Award in “Board Excellence and Service” by the Pennsylvania Association of Community Health Centers for his leadership in the development of a new “medical mall” in the South Allison Hill area of Harrisburg. He was recently named a Trustee of The Fannie E. Rippel Foundation, a national foundation focused on finding innovative solutions to America’s most demanding health concerns.
