Dr. Jacquelyn Malcolm Bailey is a visionary, legally trained technology executive with over 20 years of progressive leadership experience spanning higher education, government, and healthcare. Her leadership philosophy centers on equity, impact, and collaboration, building technology ecosystems that empower people, transform institutions, and anticipate the future. Currently serving as Vice Chancellor of Information Technology Services and CIO for the Minnesota State Colleges and Universities System, the fourth-largest higher education system in the United States, she leads one of the most significant enterprise transformations in the system’s history with the implementation of Workday ERP.
Renowned for her strategic insight and collaborative leadership, Dr. Malcolm Bailey brings together academic, operational, and technological imperatives to drive digital innovation at scale. She oversees a team of over 120 professionals delivering enterprise wide, mission-critical IT that includes applications, infrastructure, security, project management, as well as data and analytics to 33 institutions that support and serve 270,000 students and 14,000 employees.
With a unique and rare combination of technical acumen, legal training, and deep expertise in marketing, communications, and enrollment strategy, Dr. Malcolm Bailey has held senior leadership positions at institutions such as Buffalo State University, The Catholic University of America, and Delaware State University. She has driven student-centered initiatives with an equity lens, integrating data, digital tools, and governance models that prioritize access, retention, and success. Her leadership has shaped institutional resilience through innovation, and she has been a national voice on how technology can be a lever for inclusive excellence.
A frequent speaker and published thought leader, Dr. Malcolm Bailey has contributed to EDUCAUSE and other IT community forums on topics such as AI governance, digital transformation, and institutional equity. She serves on the EDUCAUSE CIO Program Advisory Committee and chairs the Minnesota Learning Network Board. Her service includes extensive board and volunteer roles, mentoring emerging CIOs, and advocating for women and people of color in tech leadership.
Dr. Malcolm Bailey holds a bachelor’s degree from Drexel University (PA), a master’s from The George Washington University (DC), and a doctorate from Delaware State University. She is expected to graduate in December of 2025 with her Executive Juris Doctorate from Purdue Global Law School (IN).
