JOCELYN GABRYNOWICZ HILL is an attorney with almost twenty years of experience working with senior leadership in strategic planning, corporate governance, risk management, government affairs, business valuation and finance matters. She has in depth exposure to energy, infrastructure and real estate development in public and private sectors. She is a talented assimilator and relationship-developer from an internationally mobile upbringing. She has an ability to work flexibly, creatively and cooperatively in a fast-paced environment with a proven history of exercising sound judgment and managing crisis.

Conrail’s New York Metropolitan freight railroad operations were ground zero for the COVID19 crisis. Hill resourcefully guided her company through the crisis by adapting the company’s business continuity plan for the pandemic, including contingency plans for service continuity. She communicated daily with the Board of Directors and management, instituting daily operations calls to discuss crew and supply availability and the evolution of federal, state and local emergency orders. She worked with HR to develop company COVID protocols and communication plan. In the midst of the pandemic the company experienced a major cyber security attack impacting the IT and OT environments. Hill quickly and successfully spearheaded the company’s response to the cyber attack and the company’s implementation of enhanced cyber security measures.

Hill is skilled at leveraging her position, experience and relationships in both the public and private sectors to create win win win scenarios. During her tenure at Conrail Hill developed critical relationships with key stakeholders and legislators in the New Jersey, Philadelphia, Detroit and Chicago areas as well as D.C.. She is responsible for handling all aspects of federal and state P3 projects, securing over $70 million in public funding and also serves as public and media relations spokesperson. Ms. Hill has also shown a unique ability to generate good will for an industry often facing negative publicity by turning underutilized assets into positive landmarks. She was instrumental in the City of Detroit’s acquisition of an eight-mile section of railroad for the development of the Joe Louis Greenway. She facilitated the donation of an historic railroad bridge over the Schuylkill River to the City of Philadelphia, connecting the trail on both sides of the river. She also worked with dozens of city, state and federal entities to design and complete a multi-million dollar clean up, de-vegetation and fencing of the Richmond Industrial Track, a section of track colloquially referred to as the “heroin hellscape.” Her extensive technical expertise in delivering energy and infrastructure projects, her curiosity for the daily operations of the organizations she represents, combined with her ability to build strong partnerships across the transportation and energy sectors, has enabled her to deliver powerful results throughout her career.

Hill thoughtfully balances cost control and spending, decreasing annual legal spend 20% since assuming her role, while at the same time revising outside counsel billing guidelines to encourage diversity, equity & inclusion and attorney development at outside law firms. She also implemented cost recovery of legal and consultant fees on all third party projects.

She has been named a 2020 “Women in Rail” by Railway Age Magazine, named a 2020 “Best of the Bar” by Philadelphia Business Journal, awarded the “In-House Impact” 2020 Pennsylvania Legal Awards for Professional Excellence by the Legal Intelligencer, and was named a 2018 “Rising Star” by Progressive Railroading Magazine.

Hill earned her juris doctor from the Pennsylvania State University Dickinson School of Law, and is barred in Pennsylvania and New Jersey. She has a bachelor of arts degree in English from Kenyon College. She is a LEED accredited professional with a specialty in building design and construction (LEED AP BD+C), received a certificate in Railway Management from the Michigan State University, and is a certified railroad conductor. Hill previously served as a commissioner on the Philadelphia Gas Commission. She is currently on the advisory board of Bankroll and is on the board of the Schuylkill River Development Corporation. She has served on the board of various non profits, including Operation Homefront, CraftNow, and SOSNA.
