Jonathan Liss

JONATHAN A. LISS is a Senior Policy Analyst with the City of Philadelphia Department of Revenue. As a member of the technical staff, Jonathan is responsible for monitoring federal and state tax legislation and evaluating its potential impact on Philadelphia taxes, in addition to developing internal tax technical training programs and participating in external educational programs.

Prior to joining the Department of Revenue, Jonathan worked for several global public accounting firms, providing a broad range of multistate tax services to Fortune 500 and middle-market clients. Mr. Liss also spent 21 years as a director of state tax audits for Rohm and Haas Company, a Philadelphia-based producer of specialty chemicals that was acquired by The Dow Chemical Company.

Jonathan received his undergraduate degree in accounting, with honors, from Drexel University and his M.S. in Taxation from Temple University. Jonathan served on the State and Local Tax Committee of the Tax Executives Institute Philadelphia Chapter (TEI) and Philadelphia Revenue Commissioner’s Tax Advisory Committee.

Jonathan is formerly a member of the Council on State Taxation’s (COST) Board of Directors and was an active participant in COST conferences and schools for many years. In addition, Mr. Liss has been an adjunct professor at Drexel University’s LeBow College of Business since 2012. Jonathan designed a State and Local Tax course which to is taught to undergraduate business students at Drexel.
