Prof. Dr. T. Clifton Morgan, Ph.D., is the Albert Thomas Professor of Political Science at Rice University. Dr. Morgan uses formal modeling techniques in his research to explain foreign policy decisions and international conflict. His current research exploring the use and effectiveness of economic sanctions has been supported by the National Science Foundation, and has resulted in a series of influential articles published in leading peer-reviewed academic journals. Dr. Morgan is the creator of the Threat and Imposition of Sanctions (TIES) database.
